CHANDIGARH: In order to bolster efficiency in the functioning of urban local bodies (ULBs), the Cabinet of Government of Punjab, approved the creation of 22 posts of Additional Deputy Commissioner (Urban Development) at all district headquarters in Punjab in place of regional deputy directors. The decision was made by the Cabinet led by Captain Amarinder Singh, Chief Minister of Punjab.

As a result of this decision, the existing posts of ADC of Development will be re-designed as ADC of Rural Development. These ADCs will have power exercisable under the Punjab Municipal Act, 1911 and under Punjab Regional and Town Planning and Development Act, 1995. The Cabinet authorized the Chief Minister of the state to take final decision on the responsibilities which are to be assigned to ADCs of Urban Development, about powers to be delegated to these officers under different acts of law, and all other administrative issues in this regard, without even presenting them before the Cabinet of the state. However, the Chief Minister will have to consult the departments of Finance, Local Government and Housing and Urban Development.
