GIS-based plans shaping Odisha’s “Sustainable Urban Future”

AIILSG in Odisha has been chosen as the technical partner for Bhubaneswar Development Authority (BDA), Cuttack Development Authority (CDA), and Kalinga Nagar Development Authority (KNDA) for formulating the GIS-based Comprehensive Development Plan (CDP) 2040. The Orissa Development Authority Act of 1982 mandates that the CDP is obligated to define distinct zones and delineate the proposed land use and development phases for each zone. It should include a comprehensive analysis of physical and socio-economic aspects, functional plans for diverse sectors, financial considerations, administrative structures, zoning regulations focussing on areas prone to natural hazards, investment plans, and action plans.

The BDA team, in which AIILSG is named a technical partner, has completed data gathering, analysis, committee formation, considering suggestions and objections, and engaging with the community for iterative planning. Currently, the BDA team is working on finalising the draft GIS-based CDP for the approval of the government of Odisha.

For the CDA, the inception report and the vision documents have been submitted. In the coming month, the survey work will begin to prepare the base map.

Similarly, the inception report for the KNDA project has been submitted. Now, the plan is to prepare vision documents and develop a template for the survey work that will commence in the coming months.

The CDP will provide detailed insights into growth potential, attracting investment, boosting the economy by enhancing infrastructure, and establishing commercial and industrial spaces. With the integration of advanced GIS technologies, the plan seeks to promote sustainable urban growth, ensure balanced development, and enhance the quality of life for residents in Bhubaneswar, Cuttack, and Kalinga Nagar.
