PM Modi inaugurates first ever National Training Conclave in Delhi

NEW DELHI: Prime Minister of India, Narendra Modi inaugurated the “first-ever” National Training Conclave, in an effort to strengthen training infrastructure for civil servants across India, at the International Exhibition and Convention Centre at Pragati Maidan in Delhi.

In his address, he emphasized the importance of aspects like the service orientation of government work, ownership in achieving the aspirations of the average person, the necessity of breaking down organisational hierarchies and utilising the collective experience of all employees, the significance of Jan Bhagidari, and the drive to innovate and improve the system, among other things. He continued by saying that the orientation and development of the training modules should be such that these aspects are inculcated in government officials.

He further underlined that the government has never lacked talented, dedicated, and committed officials, and like the institution of the Army has built impeccable credibility in the eyes of the public, it is the responsibility of all government servants to further increase the faith of people in the government system.

According to Modi, training should also inculcate a whole of government approach, and every effort should be made to nurture the potential of the officials. He also emphasised that the previous strategy, in which posting to training institutions was considered a form of punishment, is changing. He said that training institutes are one of the most important places as they nurture the personnel who work in government for many decades.

He went on to explain to the audience that Jan Bhagidari was responsible for the achievements of the Swachh Bharat Mission, the Aspirational Districts Programme Amrit Sarovar, and India’s sizeable global market share in digital payments.

Before concluding, he mentioned the iGOT Karmayogi, which is a platform that guides individual civil service officials in their capacity-building journey by being a solution space that combines five functional hubs for online learning, competency management, career management, discussions, and networking. It also provides training for every level and for everyone, giving a chance to each one to receive training.

He claimed that iGOT Karmayogi enrollment has surpassed the milestone of 10 lakh users showing that people are keen to learn and said, “Karmayogi Mission seeks to improve the orientation, mindset, and approach of the government personnel so that they feel content and happy, and as a by-product of this improvement, the governance system improves organically.”

The National Programme for Civil Services Capacity Building (NPCSCB) – ‘Mission Karmayogi’ supported the event, which was hosted by the Capacity Building Commission (CBC). This conclave included more than 1,900 representatives from training and research institutions including Central Training Institutes, State Administrative Training Institutes, Regional and Zonal Training Institutes, and Research institutes. 

Jitendra Singh, Minister of State for Personnel, Government of India; Adil Zainulbhai, CBC Chairperson; SP Roy, Joint Secretary CBC and other CBC members addressed the conclave. Abhishek Singh, ‘Karmayogi Bharat’ chief executive officer (CEO) gave a presentation on ‘Integrated Government Online Training’ (iGOT).

As per an official statement, it said that officers from central government departments, state governments, and local governments, as well as experts from private organisations also took part in the deliberations. “This diverse gathering will foster the exchange of ideas, identify the challenges being faced and opportunities available, and generate actionable solutions and comprehensive strategies for capacity building,” the statement read.
