NUDM to UPYOG digital tech for improving urban service delivery

The Urban Platform for deliverY of Online Governance (UPYOG) programme is a national reference platform created to help civic bodies deliver municipal services online. The Ministry of Housing and Urban Affairs is supporting the UPYOG programme under the National Urban Digital Mission.

This initiative, using stack principles of NUDM, aims to harness the potential of digital technology to assist the municipal bodies across India to improve service delivery mechanisms, better information management and transparency, and public engagement in participative governance.

Objectives

  • Provide “Single Window” services to citizens anytime, anywhere.
  • Increase the efficiency and productivity of ULBs.
  • Develop a single and integrated view of the ULB information system across the state.
  • Provide timely and reliable management information relating to municipal administration for effective decision-making.
  • Adopt a standards-based approach to enable integration with other related applications.

Institutional Framework

  • National: NIUA will be the anchor institution for NUDM. An apex committee will be formed, with representation from MoHUA, to oversee the programme’s implementation.
  • State: The State Programme Directorate, supported by the Programme Monitoring Unit, will be steering the programme in each state and UT.
  • Urban Local Bodies: At the civic body level, the programme will be handled by a dedicated programme cell headed by the Municipal Commissioner.
