NEW DELHI: On the occasion of World Environment Day, the National Institute of Urban Affairs and Water Resource Institute have come together to launch ‘Leaders in Climate Change Management (LCCM), a capacity building programme for the government officials and other professionals. These trained professionals will facilitate better planning and implementation of climate change action plans in India.
Under the LCCM programme, up to 5000 officials, including the mid to junior level government officials and other frontline workers, will be trained. These professionals will then help the country adopt and implement better action plans and coordination amongst different officials in their efforts against climate change.
The programme was launched by Hardeep Singh Puri, Minister of Housing and Urban Affairs, Government of India, on the occasion of World Environment Day, which is observed every year on June 5. Later a half-day workshop was also organised for the capacity building of the other climate leaders.
LCCM programme is divided into four phases. In the first phase, an online learning module will be provided, that could be completed in eight weeks. The second phase will include face-to-face sessions over the period of four to six days. In the third phase, the participants have to complete a project within six to eight months and they also have to conduct field visits. The final phase will focus on the establishment of a community of practice and networking.
The online learning phase will be hosted by the National Urban Learning Platform (NULP), a capacity-building arm of NIUA, with additional support from the Administrative Training Institute (ATI) Mysuru.
Apart from that, Puri also launched a website – Climate Data Observatory 2.0, a knowledge product on Public Spaces, Urban Outcome Framework 2022 – a data collection portal and Citizen Engagement for Urban Transport Compendium. Additionally, National Climate Photography Award Winners and the cities that have qualified the stage one of the Transport 4All Innovation Challenge were also announced on the occasion.
