Jharkhand Govt planning to regularise unauthorised buildings

RANCHI, Jharkhand: A senior official informed the press that the Urban Development and Housing Department, Government of Jharkhand, has prepared a draft plan to regularise unauthorised buildings in urban areas constructed before December 31, 2019.

The department sought suggestions from the people over a month to simplify and improve the draft plan. Earlier, the Government of Jharkhand introduced the Jharkhand Regularisation of Unauthorised Deviated Constructions scheme with the help of the Regularisation Fee in Urban Area Act, 2011. This move was aimed at regularising unauthorised buildings by paying a fee.

However, Ranchi Municipal Corporation (RMC) received only 893 applications to regularise unauthorised structures under the scheme during the six months, starting from February 8 to August 8, 2012.

Later, scheme to Regularise Unauthorised Construction, 2019, was notified by the Government of Jharkhand, but various departments under the state government informed that the move did not produce the desired results.

In this new draft, “Plan 2022”, the approved height of the building is upto 15 metres, and the structure should be more than three floors (G+3). Apart from that, separate changes have been proposed for the residential and non-residential buildings. In the area of Nagar Panchayat, regularisation of residential construction has been set at ₹50 per square metre (sqm) and ₹75 per sqm for non-residential buildings. In the municipal council area, ₹75 per sqm will be charged for residential structures and ₹100 for non-residential constructions. Similarly, regularisation fees in municipal corporations, Development Authority, Industrial Area Development Authority (IADA), Notified Area Committee (NAC) and Municipality areas have been set at ₹100 per sqm for residential and ₹150 per sqm for non-residential structures.
