e-Upchar to host patient records for online access across all Haryana hospitals

KARNAL: Officials of Haryana’s civil hospitals have started a new facility called the e-Upchar which will help them access the health records of patients with chronic diseases via the assignment of Unique Identification Numbers (UIN), which would be set up online. The authorities are aiming to reduce the waiting time for patients and increasing the efficiency of queue management.

The initiative began in Panchkula in 2015 when the e-Upchar facility was implemented in government hospitals only and now, it has been extended to all hospitals of the state. “We have started the facility in the Civil Hospital and initiated the process to maintain e-records of patients. The patients have to either produce their Aadhaar cards or the mobile phone numbers for the unique identification numbers. After the generation of an UIN, the doctor will enter the details of the patients related to diseases and medicines in computer, which can be seen in any civil hospital in the state,” said Virender Kumar Yadav, Principal Medical Officer (PMO).

He said that the patients would get X-ray reports online. There would be no need to take print outs of X-rays, as doctors in government hospitals could see them online with the help of the UIN, which would reduce the waiting time of patients. The facility would also save money of the government on X-ray films, city scan and ultrasound reports, he added. e-Upchar portal would host lab investigations for patients and intends to move towards paperless working.
