Delhi has 10 days to decide on draft parking rules: SC

NEW DELHI: Emphasizing on the need to decongest Delhi roads, the Supreme Court on January 18, asked the Delhi government to decide on the draft parking rules within 10 days.

Post the submission of ‘Delhi Maintenance and Management of Parking Rules’ which were formulated and its draft was notified on January 24 last year, a bench of Justice Arun Mishra and Justice Deepak Gupta gave the direction to decide on the draft.

According to the draft rules, an Apex Monitoring Committee, headed by the Chief Secretary of Delhi, will determine the Base Parking Fee (BPF).

As per the draft rules, surface parking will not be allowed within 500 meters of a multi-level parking lot for more than an hour. It also mentioned that the 500-metre radius of the multi-level parking facility will be designated a ‘no-parking’ zone for all streets.

On-street parking fee will increase exponentially with duration to discourage on-street parking for long time duration. Also, parking will be allowed in demarcated areas on public streets and open surfaces in residential areas against parking charges that will be decided by the civic agencies.

The draft rules further mentioned that the parking charges shall be twice the normal charges fixed for other residents in case of residential building which have stilt parking built as per bye-laws and yet such residents park their vehicles on streets.

Junk vehicles of age more than 15 years for petrol and CNG vehicles and 10 years for diesel vehicles found parked on public streets will be impounded. Such vehicles will be released only on submission of proof of parking and undertaking that the vehicle would not be plied on roads in Delhi.

The Supreme Court gave the direction while hearing a bunch of pleas relating to air pollution in Delhi NCR.
